Quake - either the software itself (on your side) or the server (unlikely, but who knows) If you ran MSI Afterburner overlay, you would probably see, that both CPU and GPU would be far from 100% utilization. The problem IS the CPU (that I am sure of), BUT not, because it's not powerful enough, but because "something" is making it to process some bullshit and maybe even switch back and forth between Quake and something (or the mentioned "bullshit":D). I can tell you have hardware good enough just by watching the clip. Or it would run like shit the whole time. If the GPU was choking, the stutters would be longer, basically the game would freeze or slow down for two seconds (for example) and then (likely slowly) picked up. I have experienced this few times in the past years. There are a few devs that roam this reddit.
